The fallback (or backup) file is played to the listeners if they are connected to your stream and then the source drops the connection. This only happens if the listener is already connected to the stream and then the radio source (you) disconnects.
If there is no source connected and then a listener tries to tune in then they will not hear the fallback (backup) file. The fallback file is meant to be used to play some sort of message that says that the radio will be back online soon etc...
If you do want the functionality of having a continuous loop, then we recommend that you use the Auto DJ system for this.
